Newly appointed Education Minister of Bihar Mewa Lal Chaudhary today resigned from his post amid a lot of criticism from opposition parties over corruption charges.

On the advice of Chief Minister Nitish Kumar the governor Phagu Chauhan has accepted his resignation. Building Construction Minister Ashok Choudhary has been given additional charge of Education Minister.

Mr Chaudhary who took over charge of his office earlier in the day met the Chief Minister Nitish Kumar in Patna. After the meeting with the Chief Minister he resigned from the post.

Mewa Lal Chaudhary a former Vice Chancellor of Bihar Agriculture University, Sabour in Bhagalpur is second term JD(U) MLA from Tarapur assembly constituency.

Criminal cases under Sections 420, 409, 467, 120 (B) of Indian Penal Code (IPC) are pending against him. The former VC is facing corruption charges in appointments of academic posts like Assistant Professors and Junior Scientists in the university. Cases of irregularities have also been filed against him in construction of buildings during his Vice Chancellor tenure of 2010-2015.

Taking exception to the induction of JD(U) leader in Nitish Kumar led cabinet, the RJD leader Tejaswi Prasad Yadav had alleged that Mr Chaudhary was rewarded with ministerial post on his scandals. He had demanded sacking of the education minister.

Delhi: Two thousand rupees fine for not wearing masks

Delhi government has announced to increase the fine from five hundred rupees to two thousand rupees for not wearing masks in the national capital.

Briefing media today, Delhi Chief Minister Arvind Kejriwal said that arrangements are being made for availability of 1413 ICU beds in the city for Corona patients out of which 663 beds are being provided in Delhi government’s hospitals and arrangements of 750 ICU beds will be made by the Central government .

Mr Kejriwal also said 80 per cent of ICU beds will be reserved in private hospitals for COVID-19 patients and direction has been issued for raising of reserved non-ICU beds at private hospitals from 50 per cent to 60 per cent. He said, hospitals have also been asked to postpone non critical planned surgeries.

The Chief Minister also appealed to people not to celebrate Chhath at ponds and water bodies in view of COVID-19 pandemic. He said, celebration of Chhath is not banned but entering of a large number of people in a pond or river is banned as all of them will contract the infection, if even one of them has COVID19 infection.

Earlier, Mr Kejriwal held a party meeting over COVID-19 situation. Later, he also met Delhi LG Anil Baijal and briefed him about the corona situation in the national capital.

Kerala: Filing of nominations for local body polls ends today

Today is the last day for filing the nominations for the local body polls in Kerala. Scrutiny of papers will be held tomorrow. November 23rd is the last date for withdrawing the nominations. The polls will be held in 3 phases on December 8th, 10th and 14 th.

As being the first election to be held amid Covid pandemic in Kerala, strict Covid protocol has been put in place for the conduct of the local body election.

Postal voting facility will be provided for Covid positive patients and those in quarantine.

सुप्रीम कोर्ट (Supreme Court) ने कहा कि राज्य सरकार की सहमति उसके अधिकार क्षेत्र में सीबीआई जांच के लिए अनिवार्य है और इसके बिना एजेंसी जांच नहीं कर सकती। न्यायमूर्ति ए. एम. खानविलकर और न्यायमूर्ति बी. आर. गवई की एक पीठ ने कहा कि प्रावधान संविधान के संघीय चरित्र के अनुरूप हैं, जिसे इसकी बुनियादी संरचनाओं में से एक माना गया है।

राज्य सरकारें केंद्र सरकार पर सीबीआई का दुरूपयोग किये जाने का आरोप लगाती रही हैं। राज्य सरकारों ने कई बार कहा है कि राज्य सरकारों में राजनीतिक विरोधियों का परेशान करने के लिए केंद्र सरकार केंद्रीय एजेंसी का दुरूपयोग करती है।

सुप्रीम कोर्ट ने अपने फैसले में कहा कि ये प्रावधान संविधान के संघीय व्यवस्था के अनुरूप है सर्वोच्च अदालत ने कहा कि दिल्ली विशेष पुलिस स्थापना अधिनियम में, जिसमें शक्तियों और अधिकार क्षेत्र के लिए सीबीआई के लिए राज्य सरकार की सहमति की आवश्यकता है। ये प्रावधान संविधान के संघीय व्यवस्था के अनुरूप है। कोर्ट ने कहा कि दिल्ली विशेष पुलिस स्थापना अधिनियम के अंतर्गत प्रदान की गई शक्तियों और अधिकार क्षेत्र के लिए किसी भी मामले में जांच से पहले संबंधित राज्य सरकार से अनुमति लेना जरूरी है।

सुप्रीम कोर्ट ने यह फैसला उत्तर प्रदेश के फर्टिको मार्केटिंग एंड इंस्वेस्टमेंट लिमिटेड बनाम सीबीआई के मामले में सुनाया। फर्टिको मार्केटिंग एंड इंवेस्टमेंट प्राइवेट लिमिटेड से जुड़े एक मामले में अगस्त 2019 में इलाहाबाद उच्च न्यायालय द्वारा पारित एक फैसले को चुनौती देने वाली अपील पर शीर्ष अदालत ने बुधवार को फैसला दिया।

फर्टिको के कारखाने परिसर में सीबीआई द्वारा किए गए छापे में पाया गया कि उसने कोल इंडिया लिमिटेड के साथ ईंधन आपूर्ति समझौते के तहत जो कोयला खरीदा था, वह कथित तौर पर काले बाजार में बेचा गया था। जिसके बाद सीबीआई ने मामला दर्ज किया था। आठ राज्यों यानी कि राजस्थान, बंगाल, झारखंड, केरल, महाराष्ट्र, छत्तीसगढ़, पंजाब और मिजोरम द्वारा सीबीआई से आम सहमति वापस लेने के बीच सुप्रीम कोर्ट का यह फैसला काफी महत्वपूर्ण माना जा रहा है।

इसके पहले महाराष्ट्र सरकार ने एक आदेश जारी कर सीबीआई को राज्य में जांच के लिए दी गई अनुमित वापस ले ली थी। हालांकि जांच की अनुमति महाराष्ट्र सरकार के वापस लेने से जारी छानबीन पर कोई असर नहीं पड़ेगा। लेकिन अगर भविष्य में सीबीआई महाराष्ट्र में किसी नए मामले में जांच पड़ताल करना चाहती है, तो उसे राज्य सरकार से इजाजत लेने की जरूरत होगी।

क्या है यह आम या सामान्य सहमति क्या है?
सीबीआई दिल्ली विशेष पुलिस स्थापना अधिनियम द्वारा शासित की जाती है। यह अधिनियम उसे किसी भी राज्य में जांच के लिए एक राज्य सरकार की सहमति को अनिवार्य करता है।

सामान्य सहमति के वापस लेने का क्या मतलब?
इसका सीधा मतलब है कि सीबीआई बिना केस स्पेसिफिक सहमति मिले इन राज्यों में किसी भी व्यक्ति के खिलाफ कोई नया मामला नहीं दर्ज कर पाएगी। सामान्य सहमति को वापस लेने का मतलब है कि राज्य सरकार की अनुमति के बिना इन राज्यों में प्रवेश करते ही किसी भी सीबीआई अफसर के पुलिस अधिकारी के रूप में मिले सभी अधिकार खत्म हो जाते हैं।

UN adopts resolution for urgent solution of Rohingya crisis

The United Nations has adopted a resolution calling for the urgent solution of the Rohingya crisis. The resolution tabled by the Organisation of Islamic Countries (OIC) and European Union (EU) was adopted on Wednesday by a majority of 132 countries voting in favour, 9 against and 31 abstentions.

According to the Press Release issued by the permanent mission of Bangladesh at the UN, this year the resolution has taken some new developments into account such as the provisional order of the International Criminal Court of Justice and the issue of disenfranchisement of the Rohingya and other minorities.

The resolution called for specific action on the part of Myanmar to address the root cause of the Rohingya crisis including granting them citizenship and ensuring safe and sustainable return to their homes by creating a conducive environment.

The resolution appreciated the government of Bangladesh for the humanitarian act of providing shelter to the displaced Rohingyas. It called upon other countries to support Bangladesh in its humanitarian effort.

URDU DAY celebrated with traditional gaiety and tranquility

Despite COVID crisis, the International Urdu Day was celebrated with traditional gaiety and tranquility with many seminars and prize distribution ceremonies were organised in the national capital on November 9.

On the occasion the United Muslim of India and Urdu Development Organization organised a seminar and prize distribution ceremony. Several awards were given away to distinguished personalities working for the upliftement of Urdu.

Distinguished scholar and former chairman of Delhi Minorities Commission, Dr Zafarul Islam Khan was awarded Dr. Abdul Jaleel Faridi Lifetime Achievement Award. Dr Khan recently relinquished Chairmanship of the Delhi Minorities Commission who did a remarkable job in making the commission as proactive. He also edits Milli Gazette and former President All India Muslim Majlis Mushawarat.

Besides him several other notable persons of Urdu language, literature and journalism and those who have rendered significant services in their respective fields were also awarded at ceremony attended by well known personalities of the city.

Apart from him, Mr. Ashraf Ali Bastavi, Ms. Waseem Rashid, Mr. Syed Ajmal Hussain, Mr. Ali Adil Khan and Mr. Zahid Ali were awarded for their work in the field of journalism. While Munshi Prem Chand Award were given to Mr. KP Malik (Dainik Bhaskar) and Mr. Siraj Azeem for children’s literature.

Urdu Day has been celebrated on November 9 as a mark to birth anniversary of great poet and philosopher Allama Mohammad Iqbal.

International Day Urdu Organizing Committee chairman Prof. Abdul Haq said that protection and promotion of Urdu is a national issue and the main purpose of celebrating Urdu Day is to promote this popular common language of our country.

Dr. Syed Ahmad Khan, Convener of International Urdu Day Organizing Committee said the acceptability of the Urdu Day has been increasing by the day which shows Urdu is a language of the masses. Despite films and TV serials are made in Urdu but it does not get the due credit for this, he said.

Boeing’s 737 Max allowed to fly two years after deadly crashes

The US Federal Aviation Administration is clearing Boeing’s 737 Max for flight, after nearly two years the planes were grounded following crashes. Safety agency FAA safety agency announced that it is giving permission after a comprehensive and methodical 20-month review process.

Regulators around the world grounded the Max in March 2019, after the crash of an Ethiopian Airlines jet. The crash happened less than five months after another Max flown by Indonesia’s Lion Air plunged into the Java Sea. A total of 346 passengers and crew members on both planes were killed.

However, the planes won’t return to the skies for a while. The FAA says it must approve pilot training changes for each US airline and airlines must perform required maintenance on the planes.

ग्लोबल रेटिंग एजेंसी मूडीज (Moodys) ने भी FY2021 के लिए भारत के जीडीपी फॉरकास्ट (GDP forecast) में सुधार किया है। मूडीज ने वित्त वर्ष 2021 के लिए भारत के इकोनॉमिक ग्रोथ के आकलन को सुधारते हुए इंडियन इकोनॉमी में माइनस 10.6% ग्रोथ का अनुमान लगाया है। सितंबर में एजेंसी ने भारतीय अर्थव्यवस्था में -11.5% गिरावट आने का अनुमान लगाया था। मूडीज ने वित्त वर्ष 2021-22 के लिए GDP ग्रोथ का अनुमान 10.8% लगाया है। एजेंसी की कहना है कि अगले साल भारतीय अर्थव्यवस्था 10.8% रफ्तार से विकास करेगी। मूडीज ने सितंबर में वर्ष 2021-22 के लिए GDP ग्रोथ का अनुमान 10.6% लगाया था।

मूडीज ने जीडीपी फॉरकास्ट (GDP forecast) में यह सुधार केंद्र सरकार द्वारा तीसरे राहत पैकेज (stimulus package) की घोषणा के बाद किया है। मूडीज ने कहा, पिछले सप्ताह मोदी सरकार द्वारा 2,65,000 करोड़ रुपये के राहत पैकेज से देश के मैन्युफैक्चरिंग सेक्टर में सुधार आएगा और यह तेजी से ग्रोथ करेगा। एजेंसी ने कहा कि सरकार द्वारा 10 सेक्टर्स के लिए पीएलआई (PLI) स्कीम शुरू करने से भी मैन्युफैक्चरिंग सेक्टर को मजबूती मिलेगा जो देश के GDP में 15% से अधिक योगदान देता है।

इस वजह से किया GDP forecast में सुधार

तमाम रेटिंग एजेंसियों का कहना है कि इस वित्त वर्ष के सेकेंड हाफ में भारतीय अर्थव्यवस्था में रिकॉर्ड तेजी आएगी। अक्टूबर में जहां परचेजिंग मैनेजर्स इंडेक्स (PMI) ग्रोथ के मामले में 13 साल का रिकॉर्ड तोड़ते हुए 58 अंक तक पहुंच गया, वहीं 6 महीने में पहली बार सिंतबर में इंडस्ट्रियल प्रोडक्शन इंडेक्स (IIP) में 0.2% की तेजी देखने को मिली। मूडीज से पहले रेटिंग एजेंसी गोल्डमैन सैक्स (Goldman Sachs) ने FY2021 के लिए भारत के जीडीपी फॉरकास्ट में सुधार करते हुए इंडियन इकोनॉमी में माइनस 10.3% ग्रोथ का अनुमान लगाया था। जबकि, सितंबर में एजेंसी ने भारतीय अर्थव्यवस्था में -14.8% गिरावट आने का अनुमान लगाया था।

GDP में 10.9% का सुधार आएगा: Goldman Sachs

Goldman Sachs ने अपना रिपोर्ट में कहा था कि अगले वित्त वर्ष यानी 2021-22 में GDP में 13% सुधार आने का अनुमान लगाया है। इससे पहले सितंबर में एजेंसी ने कहा कि था अगले वित्त वर्ष में भारत की GDP में 10.9% का सुधार आएगा। रेटिंग एजेंसी गोल्डमैन सैक्स का कहना है कि अगले वित्त वर्ष में भारतीय अर्थव्यवस्था दुनिया में सबसे तेजी से ग्रोथ करेगी।

Prime Minister Narendra Modi today explained the possibilities of technology in taking the benefits of governance to the last man in society. He said technology helps speed up delivery of Government programmes and encourages transparency.

Inaugurating the Bengaluru Tech Summit virtually today PM said that be the world’s largest health insurance programme, Ayushman Bharat or reaching electricity and providing shelter to the poor, he said that the policy of his Government is to find tech solutions for their quick implementation.

Mr. Modi spoke about UPI digital payment platform, Swamitva yojana to provide land titles in rural areas and Digital India programme. The Prime Minister stressed that technology has made it possible to change the life of the common man for better.

The summit to be held for three days starting today will see the participation of 4000 delegates, 270 speakers in 75 panel discussions. 25 tech nations are participating in the summit along with thought leaders, industry captains, technocrats, researchers, innovators, investors, policy makers and educators.

During the event, 12 Memorandum of Understanding will be signed with foreign countries paving the way for investments in Karnataka. Over 200 Indian companies are setting up virtual exhibitions. Some 50 Indian tech start ups will showcase their technology to European companies.
