Secretary, Department of Personnel and Training, Sanjay Kothari has called on civil servants to make a connect with the rural India. Speaking at a conference in New Delhi Friday , Mr Kothari stressed on a citizen centric training module for the various levels of government employees to make them responsive to the needs of the poor. Noting that unless the mindset of the civil servants changes from the colonial era, he said second round of administrative reforms will not be possible. Pointing out that the major problem is that the officers are quite away from the realities, he said the DoPT is trying to frame new induction and refresher training capsules in association with the United Nations Development Programme.
