The Commission, constituted by the Uttar Pradesh government to probe the 2013 Muzaffarnagar riots, submitted its report to the State governor Ram Naik on Wednesday.

According to a statement issued from the Raj Bhavan on Wednesday, the report will be sent to Chief Minister Akhilesh Yadav for action.

“Justice (Retd) Vishnu Sahai, heading the commission, submitted the report to the Governor today. The 775-page report is in six parts. The report will be forwarded to Chief Minister for action,” a Raj Bhawan release said.

The single member Justice (Retd) Vishnu Sahai Commission was constituted by the State government on September 2013 with the mandate to probe the riots.

The probe panel was also asked to investigate administrative lapses, if any, in controlling the violence in the last week of August 2013 which left about 60 dead and over forty thousand displaced.

The commission which was asked to submit its report in two months, took seven extensions and over two years.

During its investigation of the riots and circumstances leading into the riots, it recorded statements of about 476 persons, including 100 officials.

State police made several arrests and several accused are in jail with their cases going through trial. Activists argue that the victims of the deadly communal violence are yet to get justice.

As per the procedure, the report will be tabled in the Assembly and then, simultaneously or later, can be made public depending upon the State government’s decision.

With the State Assembly polls scheduled in early 2017, justice for the riot victims and survivors is expected to be further stretched and politicised.
