Minister of State for Home Mr. Hanraj Gangaram Ahir today appreciated the efforts of all States/UTs Police in the implementation of Crime Criminal Tracking Network and System (CCTNS).
Inaugurating a two days conference on CCTNS Good Practices and Success Stories in the implementation CCTNS organized by the National Crime Records Bureau NCRB, the minister said that this conference is great initiative to provide a platform States/UTs in leveraging innovative efforts by other States/UTs in the implementation of CCTNS.
MoS stated that the Ministry is committed to support States/UTs in every possible way to ensure that the suitable resources are available. MoS stated that the primary objective of CCTNS is to share information among all other stakeholders for which States/UTs must ensure timely sharing of CCTNS data.
MoS mentioned that during the DG/IG conference held in January 2018, the matter relating to CCTNS Phase 2 was discussed. A proposal in this regard has been received from NCRB. CCTNS Phase 2 is expected to overcome shortcomings of the current project and pave way for introduction newer technologies that would not only enable better efficiency and effect of police but also provide better citizen services.
Touching upon Interoperable Criminal Justice System (ICJS) MoS stated that ICJS will enable integration of eCourt and ePrisons with CCTNS.
Mrs. Punya Salila Srivastava Jt. Secretary (Women Security) was the Guest of Honour. The Conference has been attended by CCTNS Nodal Officers and other representatives from States/UTs, representatives from CAPFs and CPOS (total 150).
Moving forward it was informed that NCRB is in the process of publishing Crime in India using CCTNS data which would enable Government coming out with latest publication on time and answer questions in Parliament. Minister also touched upon the new responsibilities bestowed upon NCRB viz., Creation of National Database on Sex Offenders and Economic Offenders as well as Monitoring of Cyber Crime Portal.
MoS complimented the States like Telangana for their comprehensive mobile app TS COP for empowering field level officers. This app is based on CCTNS database and has integration with databases like Facial Recognition, Finger Print etc. He also complimented UP for their mobile app UP CoP which has 26 services for citizens. Similarly he appreciated mobile apps developed by Gujarat for Pocket COP, Jharkhand for Court Monitoring System, Andhra Pradesh for their citizen and police centric mobile apps. He praised Maharashtra for their innovative capacity building initiative by developing eTutorials.
Director NCRB informed about the current Status of CCTNS. Out of 14749 police stations out of 15655 have been connected to the State Data Centre and have been carrying of day to day work on CCTNS. About 15 Crores of records (both legacy and current cases) including 4.5 Crores of FIRs are currently available in the CCTNS Database. This has enabled police in searching crime and criminal related cases using the actual data as available at that point in time. 12202 police stations are accessing National level search on Crime and Criminals. This citizen portal enables citizens to lodge complaint and request person verification services.
Punya Salila Srivastava, JS(WS) in her address stated that Staes/UTs should include all their requirements including O&M funds, resource augmentation etc., as part of their annual action for police modernization since CCTNS has been included in the scheme of things for Modernization fund. She opined that the best practises in CCTNS showcased in the Conference should be replicated by other States/UTs so that the innovative strategies are best used by all.
MoS (Home) released a Compendium on Best Practises adopted by all States/UTs in the implementation of CCTNS. This book is a compilation of best practises which States/UTs have adopted during the process of implementation of the project, which can be replicated by others. Best practises include CAS Customization, Mobile Apps, Network and Connectivity, Capacity Building, Citizen Services, Success Stories etc.

During the day Senior Police Officers from States/UTs made presentations on Citizens Services, Mobile applications for Police on CCTNS Platform, IT applications developed on CCTNS Platform as well as on customizations in CAS carried out by States/UTs.
During Session 1 presentations on Citizen Services were made by Uttar Pradesh (UP COP Citizen App), Tamil Nadu (MACT, Search of Unidentified Bodies, and Case Tracking) and Maharashtra (Ganpati and Navratri Permissions) and SMS Alerts.
Session 2 had presentations on Mobile Apps for Police on CCTNS Platform was made by Telangana (TS COP, Investigation Support Centre, Dashboards and Satisfaction Survey), Jharkhand (Crime Mobile App Connect, Crime Analytics and Court Management System) and Gujarat (Pocket Cop and Case Detections)
Session 3 and 4 presentations on applications developed on CCTNS Platform was made by Andhra Pradesh (Crime Intelligence, Search, Property Identification System, eVerify, LHMS, Verifying FIR Content, Accused Person Report, Road Safety Report and Database Usage), Delhi (eFIR for MV Theft and Lost Article Services, Real time GD entry and District Re-organization) and Himachal Pradesh (Community Policing, Intelligence, and Vidhan Sabha Question Monitoring), Punjab (SCRB Reports, Crime Intelligence Gazette, District-wise Pragati Ranking, Deployment of System Administrators), Odisha (Aarakhi Application & Road Accident Module and Dashboard), Assam (Passport workflow, PRC, Alert of POSCO cases and Dashboards) and Haryana (Crime against Women)
