The Minister said Centre has called for maximum restraint while dealing with the ongoing trouble in the Valley. Wrapping up a discussion in the Rajya Sabha on the situation in the state, the Home Minister said Prime Minister Narendra Modi is extremely concerned over the situation. He said the security forces have been asked not to use fatal weapons but assured the House that militants will be firmly dealt with. The Minister expressed confidence that all political parties are together on Kashmir issue, and also against terrorism. He said he is in constant touch with the state Chief Minister and every possible measure will be taken to bring stability in the Valley.
Earlier, Participating in a discussion, Leader of House and Finance Minister Arun Jaitley said the main cause of unrest in the valley is Pakistan, which has never reconciled to the idea of Jammu and Kashmir being part of India.
He said after defeats in three conventional wars, Pakistan has changed its strategy by taking recourse to terrorism. He emphasised terrorism will never succeed. Mr Jaitley asserted that the coalition government in Jammu and Kashmir was dictated by election results as no political party was in a position to form a government in the state.
He appealed to all political parties to speak in one voice to restore normalcy in the Kashmir Valley and urged the youths to distance themselves from separatists. He agreed that innocent people should not suffer while dealing with the separatists.
On alleged excesses by the security forces in the Valley, Mr Jaitley said it is for them to decide on the quantum of force to be used to tackle the ground reality. He, however, said no country can remain silent when its security is at stake.
Initiating the discussion, Leader of Opposition Ghulam Nabi Azad blamed the present coalition government in the state for the present situation in the Valley. He said the Kashmir is engulfed in an unprecedented violence. Mr Azad said militancy should be handled with a firm hand but the innocent people must not be at the receiving end.
He demanded accountability to be fixed on officials responsible for using, what he called, disproportionate force in the Valley. The Congress leader also demanded an all-party meeting to discuss the situation and fix guidelines for provocative group discussions on TV channels. Mr Azad said his party favours freedom of the press but not at the cost of national security.
Mr Naresh Agarwal of the Samajwadi Party demanded a firm action against Pakistan. He recalled how it has been fomenting trouble in the Valley in the last three decades. Mr Sitaram Yechuri of the CPI(M) pressed for initiating political process at the earliest. He also demanded convening an all party meeting at the Centre as well as in the state to find a solution.
