Prime Minister Narendra Modi on Saturday chaired the fifth National Conference of Chief Secretaries in the national capital, underlining the Centre’s push to deepen cooperative federalism and accelerate reforms for inclusive growth. The Prime Minister will also preside over the conference on Sunday.

In a post on social media, Mr Modi said the deliberations had led to “insightful discussions on various issues relating to governance and reforms,” adding that the forum provides a valuable opportunity for the Centre and states to jointly shape India’s development trajectory.

The three-day conference, which began on Friday, aims to strengthen Centre-State partnership through structured and sustained dialogue on key national priorities. Anchored in the Prime Minister’s vision of cooperative federalism, the annual conference brings together top bureaucrats from the Centre and states to chart a unified roadmap to maximise the country’s human capital potential and drive future-ready growth.

This year’s conference is being held on the theme “Human Capital for Viksit Bharat”, focusing on sharing best practices and evolving strategies for states and Union Territories. Special emphasis is being placed on five core areas — early childhood education, schooling, skilling, higher education, and sports and extracurricular activities — to build a strong foundation for a skilled and productive workforce.

The agenda also includes six special sessions on priority reform areas: deregulation in states; technology in governance, including opportunities, risks and mitigation; AgriStack for smart supply chains and market linkages; “One State, One World-Class Tourist Destination”; Atmanirbhar Bharat and Swadeshi; and strategies for a post–Left Wing Extremism future.

Senior officials said the discussions are aimed at translating policy intent into actionable outcomes at the state level, with a focus on improving service delivery, boosting investment, and enhancing citizen-centric governance.

The National Conference of Chief Secretaries has emerged as a key platform for collaborative policymaking, enabling states to learn from each other’s innovations while aligning their efforts with national goals.
