Police launched an hours-long manhunt, which ended when the 45-year-old suspect shot himself in the head after being surrounded.
The government has declared three days of national mourning starting today.
Although Montenegro, a Balkan nation of over 620,000 people, has an estimated 245,000 firearms in circulation according to the Small Arms Survey, mass shootings are rare.
