The Centre today refused to formulate draft memorandum of procedure to be followed by Supreme Court collegium for appointments of judges to higher judiciary. The Attorney General told the Apex Court that it was not possible to give draft MoP for vetting by judiciary and asked the Court to pass directions on the issue.
