Defence Minister Rajnath Singh has said the Shanghai Cooperation Organisation (SCO) must convert the political vision of its leaders into practical cooperation that is visible in the lives of the people of the region. Addressing the SCO Council of Heads of Government meeting in Tajikistan today, Mr Singh said that the organisation’s 25-year journey provided an opportunity to review its achievements and discuss its future direction. The Minister emphasised that the three pillars of security, connectivity and opportunity are mutually reinforcing and essential for achieving tangible benefits for the people.

Mr Singh said terrorism remains one of the gravest threats to peace and development of the region. He said that terrorism causes the loss of innocent lives, disrupts investment and economic capabilities, radicalises societies and deprives young people of opportunities. Mr Singh asserted that there can be no justification for terrorism, no double standards in combating it, and no place for those who finance, support or provide safe havens to terrorists. He called for collectively dismantling the entire ecosystem of terrorism.

The Minister said that India supports initiatives that link markets, facilitate trade and create new development opportunities. He said that the International North-South Transport Corridor and Chabahar Port could significantly contribute to connecting Central Asia with wider markets. Mr Singh stressed that connectivity projects must be based on consultation and respect for the sovereignty and territorial integrity of the countries.

Mr Singh also highlighted India’s experience in harnessing technology and innovation for development. He said India’s Digital Public Infrastructure has transformed public service delivery and expanded financial inclusion, while the country has built one of the world’s largest startup ecosystems.

The Minister also said that India will host the first SCO Civilisation Dialogue Forum later this year and invited all SCO member states to participate.
