Lok Sabha Speaker Om Birla on Wednesday said legislatures are not merely institutions for making laws but “schools of democracy” where elected representatives learn the values of dialogue, discipline, consensus and public service. He stressed that democracy derives its strength not only from constitutional provisions but also from public trust, dignity and meaningful engagement with citizens.
Addressing the inaugural session of the ‘Legislative Pride Journey: A Gathering of Former and Current Members’, organised to mark the 75th anniversary of the Rajasthan Legislative Assembly, Birla said lawmakers must remain conscious of their responsibilities towards the people and uphold the highest standards of parliamentary conduct.
Describing the Rajasthan Assembly as the “first school” of his public life, Birla recalled that the democratic values and parliamentary traditions he imbibed there shaped his journey from a student activist to a legislator, Member of Parliament and eventually Speaker of the Lok Sabha. He said healthy debate and attentive listening strengthen democracy, while personal differences weaken democratic institutions. Every debate and every word spoken in the House, he noted, becomes a permanent part of the country’s democratic history.
Congratulating the Rajasthan Legislative Assembly on completing 75 years, Birla said the state’s democratic traditions are rooted in India’s ancient culture of dialogue, consultation and participatory governance. He highlighted the Assembly’s contribution to social justice, public welfare and inclusive development through progressive legislation and policy-making, while also acknowledging the role of former Chief Minister Bhairon Singh Shekhawat in the construction of the present Assembly building.
Highlighting India’s democratic credentials, Birla said the country is today recognised globally not only as the world’s largest democracy but also as one of its most vibrant. He observed that Parliament and State Legislatures together form the foundation of India’s democratic framework, with strong State Assemblies strengthening the Parliament and, in turn, the nation.
Offering guidance to young legislators, Birla urged them to cultivate the habit of continuous learning, careful listening and informed participation in legislative proceedings. He said public representatives should rely on facts, logic and constructive debate rather than rhetoric, adding that integrity, credibility and commitment to public service are essential qualities of successful lawmakers.
He also advocated greater use of technology in legislative functioning, calling for the digital preservation of debates and proceedings to strengthen institutional memory and support future research.
The event was attended by Rajasthan Chief Minister Bhajan Lal Sharma, Assembly Speaker Vasudev Devnani, Deputy Chief Ministers Diya Kumari and Prem Chand Bairwa, Leader of the Opposition Tikaram Jully, ministers, MPs, former legislators and other dignitaries.
