The Union Government’s plan to implement the women’s reservation law from 2029 is contingent on proposed constitutional amendments to the framework governing the Delimitation Commission.
According to the proposal, the 2011 Census will be retained as the basis for redrawing constituencies under the amended Delimitation Commission provisions. Seat allocation for both the Lok Sabha and state legislative assemblies will be calculated using population data from the 2011 Census.
Under the formula being achieved , the total population as per the 2011 Census will be divided by the total number of Lok Sabha seats—factoring in a proposed 50 per cent increase in seats—to determine the population per constituency. A similar calculation will be applied to Vidhan Sabha seats, with a permissible variation of plus or minus 10 per cent.
The proposed changes are expected to result in a 50 per cent increase in the number of seats in both the Lok Sabha and state assemblies across the country.
With a fresh Census likely to take time, the government is considering setting up the Delimitation Commission by June 2026 after the constitutional amendments are in place, using existing Census data to avoid delays in implementation.
The move is also aimed at addressing concerns raised by several southern states, which have argued that population-based delimitation could penalise them for lower population growth. By relying on 2011 data, the proposal seeks to ensure that these states are not adversely affected.
