Kuwait has introduced sweeping new regulations governing the trade, sale and use of tobacco and nicotine products, including electronic cigarettes, heated tobacco devices, nicotine pouches and other nicotine delivery systems.
According to Kuwait Times, Health Minister Dr. Ahmad Al-Awadhi issued Ministerial Decision No. 237 of 2026 as part of efforts to reduce the health, economic and social harms associated with tobacco and nicotine consumption.
Under the new rules, the sale and distribution of such products will be prohibited in schools, universities, healthcare facilities, government institutions, sports clubs, youth centres, cinemas and other facilities serving children and young people. Sales will also be banned through vending machines, temporary kiosks, entertainment events, websites, mobile applications, social media platforms and delivery services.
Retailers will not be permitted to sell the products at outlets located within 200 metres of educational institutions.
The regulations require all tobacco and nicotine products to be registered and approved by the Ministry of Health. Packaging must carry text and pictorial health warnings covering at least 50 per cent of the main display area.
The sale of these products to anyone below 21 years of age is prohibited. Advertising, sponsorship, free samples, gifts and discounts are also banned.
The regulations will come into force on January 1, 2027, Kuwait Times reported.
