National Commission for Minorities, NCM has raised serious question on role of Harayana police in the barbaric murder of a Muslim couple and gang rape of two young Muslim women that took place in night of august 24/25 2016 in Mewat district of the state.
In its report the NCM has put question mark on the role of police in handling the case.It advised that government to take steps to promote communal harmony and restore people’s confidence in the functioning of the police. Although the state government transferred the case to the CBI, but law and order is the state subject.
A two Member team of NCM comprising its Chairman, Naseem Ahmad and Capt Praveen Davar, Member, NCM had visited village Dingerheri , in Mewat, Haryana to look into the incident of murder of a Muslim couple and gang rape of two young Muslim women. The tour report of the NCM team was placed before the NCM at its weekly meeting and it was approved today.
The Report confirms the role of Gau Rakshaks in the double gang rape.
“The incident has shaken the people of the area and there is lot of resentment, especially among the Muslim community, partly due to the allegations that the culprits were gau rakshaks. There is a need to convey a clear message that culprits of such heinous crimes would not be spared. Such a step is more relevant in context of the Mewat district,” notes the report

The NCM, however, said people at the crime spot told them that the rape victim had stated that the accused persons had confronted them about whether they ate beef. “But this fact has been omitted from the statement recorded under Section 164 of the CrPC and that the accused persons were gau rakshaks,” said the panel, quoting locals.
During its two-hour visit, the delegation met the victims’ family and villagers to take their views and also discussed the incident with District Magistrate and Superintendent of Police, Mr Davar said.
The NCM will also apprise Union Home Minister Rajnath Singh and Minister of State for Minority Affairs Minister (Independent Charge) Mukhtar Abbas Naqvi about its observations on the incident.
The visit of the delegation comes against the backdrop of Ahmad writing to Union Home minister on September 19, expressing concerns over “increasing violence” against Muslims by “so-called vigilante groups”.
In his letter, Mr Ahmad had referred to the attack on some Muslims in west Delhi and stated that such groups and series of incidents are “vitiating” social fabric of the country and are bound to disturb the overall climate of co-existence among communities.
“In particular, it is creating atmosphere of extreme insecurity and suspicions among the Muslims across the country and a deteriorating communal amity amongst communities that have traditionally lived together in peace and harmony,” Ahmad had said in the letter, written in pursuant of complaints including one by Maharashtra Congress secretary Shehzad Poonawalla.
Mr Ahmad also urged Mr Singh to ask states to handle such situations with “heavy hand” to enforce sense of security among the minorities in all seriousness.
