Bangladesh on Thursday (November 5) ruled out issuing a passport or travel pass to ousted Prime Minister Sheikh Hasina, who is living in India, insisting that New Delhi must hand her over under the existing bilateral extradition treaty.

State Minister for Foreign Affairs Humaiun Kobir made the remarks at Dhaka’s Hazrat Shahjalal International Airport after seeing off a visiting Chinese delegation led by senior Communist Party official Liu Haixing.

“We have an extradition treaty (with India) for apprehending terrorists and criminals. A passport is not required to bring back terrorists or criminals. It is a matter of handing them over,” Kobir said.

Describing Hasina as a fugitive, he added, “Sheikh Hasina is a fugitive and a terrorist. She is not someone coming to visit her in-laws in Rangpur, for whom we would issue a passport so that she could travel here.”

His remarks came as Hasina told The Associated Press (AP) that she remained determined to return to Bangladesh in December despite facing a death sentence over the deadly crackdown on protesters during the 2024 uprising.

Hasina denies wrongdoing and rejects the tribunal’s verdict.

Bangladesh has repeatedly sought her extradition, while India maintains that the request remains under examination through established legal procedures.
