NEW DELHI: (AMN)The latest winter session of the parliament would go down in Parliamentary history as the only session virtually washed out due to standoff between the government and Opposition over political issue. The winter session ended on Monday without transacting any substantial business.


Parliament could function barely for a few hours during the 23 sittings which began on November 9, as the united Opposition forced adjournments almost everyday, within minutes of assembling.


Opposition members trooping into the well and shouting slogans demanding JPC probe into the 2G spectrum allocation became a daily routine in both Houses.


Except for the opening day, the session was marred by acrimonious scenes and repeated adjournments over the opposition insistence on a JPC probe into alleged 2G spectrum scam. Before adjourning the Rajya Sabha, the Chairman, Mohd. Hamid Ansari said there is a need to introspect on the record of this session to seek distinction between dissent, demonstarion, agitation and disruption. He expressed dismay over the stalemate and its repercussion.


Demands for  grants  for over 46000 crore  rupees were  given the nod  but without discussion and  none of the  burning issues  could be debated . While the Rajya Sabha  met just for  two hours   and 44 minutes , the Lok  Sabha for seven and half hour in 23 sittings and  over 125 hours  were lost  due to  disruptions and adjournments with analysts putting the loss at over  145 crore  rupees . Although three rounds of all party meetings were held but they failed to get the opposition and the government to  agree  to  solution . Hopefully the two  sides  will be able to find a way out  of the Logjam  in the ingression  period  to  facilitate  smooth  functioning   in the budget session of Parliament

Later addressing media, the Parliamentary Affairs Minister Minister, Mr P K Bansal charged the NDA-led opposition with subverting the functioning of democracy.

Strongly criticising the BJP-led opposition for disrupting Parliament, the Congress President, Mrs Sonia Gandhi has alleged that there has been a pattern from the day the BJP was voted out of office in 2004. She was addressing the Congress Parliamentary Party here the BJP, blamed the government for the logjam in Parliament saying that its adamant attitude in rejecting the opposition demand is responsible for it. The NDA leaders, including Mr L K Advani, Mrs Sushma Swaraj and Sharad Yadav were among those who took part in the dharna staged in the Parliament compound to press their demand for a JPC probe.


 

Meanwhile Parliament today expressed its firm resolve to fight terrorism with determination as the two houses paid homage to those who lost their lives while preventing the terrorist attack on it on this day nine years ago. The Lok Sabha Speaker Mrs. Meira Kumar lauded the heroic deeds of the security forces who thwarted the attack through their valiant efforts while guarding the Parliament Complex. The Rajya Sabha Chairman Mohammed Hamid Ansari, while condemning the terror attack in unequivocal terms, called for firm resolve to fight terrorism. Members in both the houses stood in silence as a mark of respect to the memory of the martyrs in the tragedy.
