According to CBI spokesperson, Dharini Mishra they have been chargesheeted under various provisions of IPC including cheating, forgery and criminal conspiracy and under the Prevention of Corruption Act.

She said that the CBI has found substantive offences in issuing New Access Service License and subsequent issuance of 2G spectrum allocations.

CBI sources reports that the extent of loss to the state exchequer may not be included in this charge sheet as the Telecom Regulatory Authority of India is yet to complete the process of ascertaining the loss on allocation of spectrum to all operators between 2001 and 2008. The chargesheet, which will be filed a short while from now, is likely to cover the allegedly criminal conspiracy behind the allocation of spectrum during 2007-08 by Raja, the then Telecom Minister.
