External Affairs Minister Sushma Swaraj will embark on a two-day visit to Moscow on Thursday to attend a meeting of the 23rd India-Russia Inter-Governmental Commission on Technical and Economic Cooperation (IRIGC-TEC).
It will be co-chaired by Mrs Swaraj and Mr Yuri Borisov, Deputy Prime Minister of the Russian Federation.
