SCSeeking detail reports of alleged fake encounters in Manipur, the Supreme court today warned that army and paramilitary personnel not to  use “excessive and retaliatory force” in the state.

While hearing a petition demanding a probe by the CBI into the alleged encounters, the apex court said it is open to the Army conducting its own inquiries into allegations of fake encounters in the state.

Hearing a PIL on over 1500 alleged extra-judicial killings in Manipur, a bench comprising Justices M B Lokur and U U Lalit said the public order situation in Manipur is, at best, an internal disturbance and not a threat to the security of the country.

According to the petitioners, security forces operate under the Armed Forces (Special Powers) Act which makes it extremely difficult to prosecute the soldiers accused of fake encounters. Under the AFSPA, the state police needs Centre’s permission before taking any action against the soldiers.
