Rajya Sabha was adjourned for 20 minutes today over the issue of the Goa Governor’s reported media interview on government formation in the state.
The Congress members tried to raise the issue saying the Governor had consulted some of the Union Ministers over the government formation following the recent Assembly Elections that failed to give any party the required mandate.
However, the Deputy Chairman PJ Kurien said the conduct of the Governor can be discussed in the House only after giving a substantive motion, and not under the Rule 267. Leader of the Opposition Ghulam Nabi Azad said his party colleague Digvijay Singh has tried to only refer to the interview of the Governor that is in public domain and not tried to comment on her conduct.
However, the Deputy Chairman said even for that, the permission of the Chairman after giving a substantive motion is required. Minister of State for Parliamentary Affairs Muqtar Abbas Naqvi assured that the Government is ready for a detailed discussion over the issue after giving a substantive motion by the agitating members.
However, the Congress members, not satisfied with the ruling of the Chair, rushed to the well of the House shouting slogans. Sharad Yadav of the JD (U) supporting the Chair saying the substantive motion can be given and discussion be made. However, as noisy scenes continued, Deputy Chairman adjourned the House till 12 noon.
