Justice Vishnu Sahay inquiry commission​,​ which probed the infamous Muzaffarnagar riot in UP, has blamed both ruling SP and BJP for communal violence that took place in the area in 2013. While, the content of the report hasn’t been formally made public yet, sources said that the Commission has concluded that the ruling Samajwadi Party and the BJP were responsible for the carnage. it also also blamed senior police and administrative officials posted in the district for lapses that led to the deadly violence.

The blame game ​between the political parties ​has already begun. A day after the submission of the report, Bhartiya Janata Party ​today denied its involvement and accused the ruling Samajwadi Party of initiating the uproar, claiming that they have enough evidence to prove the latter’s participation.

Commission headed by ​Retd Justice Sahai was formed to look into administrative lapses in controlling the violence and role played by media as well as politicians in flaring up the riots. It has submitted a detailed report divided in 6 parts. Around 60 persons were killed during the violence and dozens of houses and shops were gutted in the arson that continued for days.

According to​ sources, apart from the politicians of both SP and BJP, Justice Sahai has also ​reportedly ​indicted senior police and administrative officers for not taking timely action which led to the flaring up of violence.

In his 775-page report divided into six chapters, Sahai, a former chief justice of the Allahabad high court, recorded 377 witnesses from the public and members of various political parties and 100 government offices.
He questioned then DGP Devraj Nagar, the IG and DIG of Meerut and district magistrates and the SPs of all the five riot-affected districts.
UP Governor Ram Naik is expected to send the report to Chief Minister Akhilesh Yadav who will decide on the future course of action. The detailed 775 page report has recorded the accounts of nearly 500 people.
