CAIT Launch Campaign to Dissolve Monitoring Committee
STAFF REPORTER / NEW DELHI
Disturbed by the dictatorial attitude of the Monitoring Committee on sealing, the Delhi traders gathered in large numbers today at a Traders Conference held by the Confederation of All India Traders (CAIT) in demanded immediate dissolution of Monitoring Committee and on the other hand deeply regretted that under the garb of pollution thousands of business and industrial units in Delhi have been served notices for sealing which is quite illogical. Expressing deep concern on affects of such steps to disturb Delhi trade, the Conference has decided to launch a citywide aggressive campaign. The traders present at the Conference also resolved to move to Supreme Court to seek justice. Now its a battle for survival and traders will avail all options to get rid from sealing.
It was also asserted in the Conference that since last more than 13 years, the Delhi trade has greatly suffered from sealing actions and Govt do not take immediate steps for its remedies, the Delhi traders will be forced to flee to other neighbouring States for conducting their business activities which will result in a huge loss of revenue to Delhi Government. The traders highly criticised Delhi Government for being a mute spectator on this crucial issue and greatly lamented that even MPs of Delhi have not taken any initiative to stop sealing in Delhi. Their apathy towards trading community of Delhi is highly questionable. The traders further said that Delhi elections are not very far and if no solution is arrived by the political fraternity, the traders will vote collectively against such parties who have not supported the traders. The Conference also decided that if situation warrants the traders will not leg behind in fielding their own Candidates in Assembly elections and will ensure strong defeat of Candidates of all such political parties who have failed in bringing relief to traders. The conference in a unanimous resolution demanded the Union Government to announce an Amnesty Scheme to protect Delhi trade from sealing under which business premises as on December 31, 2018, should be allowed to run on as is where is basis and strict implementation of laws should be implemented in future. The traders are agreed to give reasonable penalty for their regularisation.
In the conference, the business leaders said that the Monitoring Committee has put all the rules and regulations on hold and forcibly pretending as an additional constitutional institution for doing arbitrary sealing in Delhi. Even after making necessary amendments by the Central Government in the Master Plan, the monitoring committee is not giving benefits of the amendments and no shop has been de-sealed though covered under amendments .The Monitoring Committee has set its own rules which are very illegal! The Monitoring Committee is working purely as a dictator and the law passed by the Central and the State Government though mandatory for everyone to follow have been kept aside by the Committee as a result the government or the DDA or the municipal corporation have become completely paralyzed! The monitoring committee is over reaching its jurisdiction.
It was also stated in the conference that all the three members of the Monitoring Committee have passed the age of 75 years, while retirement age in a government is 60 years and the retirement age of the Supreme Court judges is 65 years, then why this retirement age is not applicable on the Monitoring Committee . By applying this rule, the Monitoring Committee should be dissolved immediately.Merchants said that the monitoring committee was constituted by the Supreme Court to look after commercial activities in residential areas but the Committer has taken whole of Delhi under its jurisdiction which is against the directions of Supreme Court.
On this issue, the CAIT will soon seek appointment with Prime Minister Shri Narendra Modi, Home Minister, Shri Amit Shah, Urban Development Minister Mr. Hardeep Puri, the Lt Governor of Delhi, Mr. Anil Baijal and will apprise them of the real picture and will urge them to seek dissolution of Monitoring Committee from Supreme Court.
