The Election Commission published the draft proposal for delimitation of Assembly and Parliamentary Constituencies for Assam on Tuesday. The commission said, the procedure for the delimitation process has been followed as laid down in the relevant laws of the Delimitation Act. It said, all Assembly and Parliamentary Constituencies in the State are to be delimited on the basis of the 2001 Census. The number of seats in the Legislative Assembly has been retained as 126 and the House of People in the State has been retained as 14.
The Election Commission said, 19 seats in the Legislative Assembly are proposed to be allocated for Scheduled Tribes out of 126 seats, while two seats are proposed to be allocated for Scheduled Tribes out of 14 seats in House of People allocated to Assam. Similarly, nine seats in the Legislative Assembly are proposed to be allocated for Scheduled Castes, while one seat is proposed to be allocated for Scheduled Castes in House of People.
The Commission said, in the draft proposal, Scheduled Castes assembly seats have increased from eight to nine, while Scheduled Tribes assembly seats have increased from 16 to 19. It said, the Commission devised the Guidelines and Methodology keeping in mind the constitutional and legal provisions and the suggestions received in the representations. The Commission comprising of Chief Election Commissioner Rajiv Kumar along with Election Commissioners Anup Chandra Pandey and Arun Goel will visit Assam again next month for a public hearing on the draft proposal.
