The Centre has invoked stricter anti-pollution curbs under Stage III of the Graded Response Action Plan (GRAP) in Delhi and adjoining areas, after the city’s air quality slipped into the severe category. The decision was taken with immediate effect in the entire NCR by the Commission for Air Quality Management (CAQM). As part of GRAP Stage-III, CAQM has invoked a 9-point action plan in an effort to prevent further deterioration of air quality in the region.
Under Stage-3, stricter restrictions are enforced after pollution level reaches the severe category with Air Quality Index between 401 and 450.
A complete ban on non-essential construction and demolition activities is being enforced, including earthwork, piling, trenching, and Road construction activities and major repairs. BS-3 petrol and BS-4 diesel four-wheelers are also prohibited. Furthermore, BS-4 diesel operated Light Commercial Vehicles registered outside Delhi are not allowed to enter the capital except those carrying essential commodities or providing essential services.
Stone crushing as well as all mining and associated activities are currently shut down. State Governments in Delhi-NCR now have to conduct classes in hybrid mode for schools students up to class V. The CAQM has also asked the Centre and states to stagger timings for public offices and municipal bodies.
Essential public projects such as railways, metro construction, airports, defence, sanitation, and healthcare facilities are allowed to continue under strict dust and waste management compliance.
