Government Saturday said the prime focus of the regulation of the Prevention of Cruelty to Animals Rules, 2017 is to protect the animals from cruelty and not to regulate the existing trade in cattle for slaughter houses.

cow-gaoshala-jaipurEnvironment Ministry in a release said, some representations have been received today regarding certain provisions of the rules. It said, the basic purpose of the rule is to ensure welfare of the animals in the cattle market and ensure adequate facilities for housing, feeding, feed storage area, water supply, enclosures for sick animals, veterinary care and proper drainage.

The Ministry said, it is envisaged that welfare of cattle dealt in the market will be ensured and only healthy animals are traded for agriculture purposes for the benefits of the farmers.

The livestock markets are intended to become hubs for trade for animal for agriculture through this process and animal for slaughter will have to be bought from the farmers at the farms. The notified rules will remove the scope of illegal sale and smuggling of the cattle which is a major concern.

Maneka Gandhi lauds govt’s move to ban sale of cattle for slaughter

Women and Child Development Minister Maneka Gandhi today lauded the government’s move to ban sale of cattle for slaughter at animal markets.

Mrs Gandhi, who is also an animal rights activist said, animal markets were started for farmers so that they could sell their cattle to other farmers. But since last 15 years it has become only for butchers who pretend to be farmers and purchase cattle from the market.

She said these butchers buy 80 to 90 heads of cattle and carry it in their trucks and eventually slaughter them.

Mrs Gandhi said, ailing and unhealthy cattle also reach the markets but the new rule will ensure that such things don’t happen.

The Ministry of Environment and Forests notified the Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017 under the Prevention of Cruelty to Animals Act, 1960 on 25 May, banning the sale and purchase bof cattle from animal markets for slaughter.
