Interestingly in the process of minority welfare, the allocation for the much publicised multi sectoral development programme for minorities in minority concentrated district has been reduced by more than 100 crore.

The budget allocation for the ministry of minority affairs for the year 2011-12 has been increased by 14 per cent in comparison to 2010-11.

In the 2010-11 budget, the total the total plan and non–plan allocation for the ministry was R.2500 crore which has been raised to Rs 2830 crore for the year 2011-12.

In the minority affairs ministry budget Rs. 200 crore has been earmarked for Maulana Azad Education Foundation. In the previous budget it was Rs 125 crore.

Rs. 14.50 has been allocated for Free Coaching and Allied Scheme for Minorities which is one crore more from previous budget.

Highlights

*Rs. 50 crore has been sanctioned for upcoming centre of the AMU

*The allocation for the development programme for minorities in minority

concentrated district has been reduced by 100 crore.

*Rs. 200 crore has been earmarked for Maulana Azad Education Foundation

* Grant in aid to Waqf has been increased to 13.50 crore

Allocation for merit cum-mean scholarship for professional and technical courses of undergraduate and post graduate level has been increased from Rs. 121.50 crore to Rs. 126 crore. Fund for Pre-Matric Scholarship has been increased from Rs 405.00 to Rs. 540.00 crores for the year 2011-12. Fund for the Post Matric Scolarship for Minorities has been increased from Rs 238.50 to Rs 450 crore.

Interestingly the allocation for the much publicised multi sectoral development programme for minorities in minority concentrated district has been reduced from Rs 1179.29 crore in 2010-11 to Rs. 1077.60 crore in 2011-12.

Grant in aid to Waqf has been increased from Rs. 5 crore to 13.50 crore. Investment in public enterprises has remained Rs. 123 crore as in previous budget.

Fund for Maulana Azad National Fellowship for Minority Students has been increased from Rs. 27 crore to Rs. 47 crore in the latest budget.

Under the Ministry of Human Resource Development,   the allocation for the National Council of Promotion of Urdu Language (NCPUL) has been slightly increased in comparison to 2010-11.  Rs 21. 15 crore has been sanctioned for the council for the year 2011-12 while it was Rs. 18 crore in 2010-11.

In the same ministry the fund for the Scheme for Providing Quality Education in Madarsa  (SPQEM) has been increased from Rs 10 crore to Rs 15 crore for the year 2011-12.

SPQEM seeks to bring about quality improvement in Madrssa to enable Muslim children to attain standards of national education system in formal education subjects.

Allocation for scheme for infrastructural development in minority institutions (IDMI) has also been increased by two crore. In 2010-11 this fund was Rs. 2.58 crore while it has been increased to Rs. 5 crore for the year 2011-12.

Beside this Rs. 50 crore has been sanctioned by the finance ministry for the each upcoming centre of the Aligarh Muslim University.
