The Opposition has drawn a clear line ahead of the tabling of the Constitution (131st Amendment) Bill in the Lok Sabha, signalling a united push to stall the legislation over concerns that it could alter the framework of delimitation.
While Opposition parties are set to back the Women’s Reservation provisions—consistent with their support when the law was first passed in 2023—they have decided to firmly oppose any move they believe “tampers” with the delimitation process.
At a high-level strategy meeting, senior leaders of the Congress and allied parties concluded that the proposed amendment raises serious political and constitutional questions. Sources indicated that the bloc views the delimitation-linked provisions as potentially disadvantageous to certain states, making it a key flashpoint in the upcoming parliamentary session.
The numbers, however, will be crucial. As a Constitutional Amendment Bill, it requires a special majority—at least two-thirds of members present and voting, and not less than a majority of the total strength of the House. This raises the stakes for the government, which will need broad support beyond its core numbers to secure passage.
Failure to muster the required majority would not only stall the legislation but also deal a significant political setback to the NDA government, exposing cracks in its legislative strategy and opening the door for a more assertive Opposition in the run-up to key electoral battles.
