Speaking on the occasion, the CM said that with launch of online process, the computerized procedure of filing of application for essentiality certificate, recognition, upgradation will cut all delays on account of objection on various levels demanding various kind of documents and will reduce the procedural lapse.
Delhi Education Minister Mr Arvinder Singh, Industries Minister, Mr Ramakant Goswami, Principal Secretary Education, Mr Rakesh Mohan and Education Director, Mr Diwan Chand were present on this occasion.
The Department has developed a computerized module for this purpose. The societies will be able to apply through internet on official website: www.edudel.nic.in by a certain link. She further stated that a large number of schools are required in Delhi. This has become essential keeping in view the implementation of RTE Act. The process used to take 2 to 3 years with launch of this procedure; it will take only 2 to 3 months.
Moreover, there will be no harassment and delay. Delhi has become the first State to develop and launch such an important module. This will go a long way in making Delhi ahead in direction of an advanced e-governance. She stated that 146 recognition cases of schools are pending. Henceforth, there will no delay. She underlined the importance of Service Level Agreement Act which envisages delivery of services within prescribed period. Further, any officer responsible for delay is liable to be fined.
Speaking on this occasion, Mr Arvinder Singh stated that the new module is of quite importance and relevance, keeping in view, the implementation of RTE Act. With launch of this module, the Education Department has become fully computerized. The appointment, transfer of teachers, school record, attendance, teachers ID, students ID, etc. all such items of work are already computerized. The societies will be able to apply directly through internet for recognition, etc. They will be provided an ID to track their case. Further, the verification will be done in the shortest possible time. This will facilitate opening of more educational institution. It will also discourage the non-serious societies / organizations to come into education system of Delhi. We all in Education Department feel pride in providing this all important service.
The Director of Education of is the Competent Authority to grant essentiality certificate to the societies for opening of new schools in various districts of Delhi. As per present procedure, the schools which starts functioning apply for recognition to concerned Zonal Officer under specific district of Directorate of Education. Till date the whole process requires manual movement of files from files and documents from Zone to District and then to Headquarters. At each level different objections are raised on the files and numerous documents were demanded from the schools and the societies, due to which the recognition, upgradation, etc. has become a tiring and cumbersome process. In lack of information proper documentation certain societies apply and thereafter put pressure on the Department to get the things done.
